Listening, Learning, and Innovating
As I looked back at how VOCEL has evolved over the past year to better support young children and families, I saw that listening, learning, and innovating has been the key to our success. And then I realized: this has always been true of VOCEL. Listening, learning, and innovating are in our DNA; they are our superpowers.

2013
Origins
VOCEL launches as an early childhood center, dedicated to the belief that all children can thrive with the right kind of support.
We saw a need for high-quality early childhood education in historically underserved neighborhoods in Chicago, and so we opened our first early learning center in Austin with the goal of expanding to similar neighborhoods across the city. The center was a huge success, but at the same time:
Chicago started its rollout of universal pre-K, which meant that opening a series of early childhood centers outside the Chicago Public Schools system no longer made strategic sense for VOCEL.
We saw that VOCEL parents themselves found incredible value in connecting with each other and learning from VOCEL’s staff.
Parents would linger outside of the early learning center every day, eager to connect, to find community. By listening to them, we realized that high-quality programming for parents was incredibly scarce in neighborhoods like Austin – even more scarce than high-quality pre-K. When we mentioned parent-tot programs as an option to a VOCEL parent, she thought a moment and said:
“Oh, you mean the classes for parents and babies like they have in Oak Park? We don’t have those here.”
We listened, we learned, and we innovated.
2017
The Child Parent Academy
We closed the early learning center and launched the Child Parent Academy, an early learning accelerator where children ages 0-4 years and their parents learn side-by-side in weekly classes led by VOCEL’s expert staff.
Started in just one school in 2017, the Child Parent Academy now reaches 200 families and their young children through partnerships with 20 schools across the South, Southwest, and West Sides of Chicago. Consistently, 100% of parents say their children are more prepared for school after participating in the Child Parent Academy, and that they would recommend the program to other parents.
The Child Parent Academy is still going strong, but we haven’t stopped listening, learning, and innovating.

2019
For Parents, By Parents
After learning about the Child Parent Academy, one school loved the model but wanted their own parents to lead it.
We shared their deep belief in the power of parents.
We listened, we learned, and we innovated.
In 2019, in partnership with Cesar Chavez Multicultural Academic Center, we launched Powered by VOCEL, which equips parent leaders to implement the Child Parent Academy for their peers, with coaching and support from our expert staff. We’ve grown to partner with 4 schools and community organizations, empowering 8 parent leaders and reaching 40 additional families and their young children.

2020
For School Leaders
As VOCEL parents graduated from the Child Parent Academy, they kept in touch with us as their children entered pre-school and kindergarten – and they were concerned.
Whereas the Child Parent Academy was built around warm, nurturing interactions, robust communication, and intentional, play-based learning, they saw their children being put in time-outs and completing worksheets.
VOCEL children were prepared for school, but schools weren’t prepared for them.
We started talking to principals and realized the problem: very few of them had any experience in early childhood. Most elementary school leaders taught in the upper elementary or middle grades themselves and were self-identifying their lack of early childhood expertise as pre-k classrooms were opening in their schools.
We listened, we learned, and we innovated.
In 2019, we launched Building Early Learning Leaders (BELL), helping share the same early childhood best practices with school leaders that we had brought to parents and caregivers. We piloted the program in five schools, and expanded to serve 11 schools in the 2021-22 program year. Similar to the Child Parent Academy, participating principals have attested to the program’s impact and eagerly recommend it to other school leaders.

2021
For Teachers
After launching BELL, we realized that early childhood teachers could use similar coaching and support.
Many of them didn’t have access to the latest and greatest when it came to social emotional learning and play-based learning, and even for those who did, they needed support to implement those practices. When the pandemic hit, it was clear that teachers, especially early-childhood teachers, needed more support than ever as children were facing unprecedented trauma and disruption.
We listened, we learned, and we innovated.
In 2021, we launched the Early Educators for Thriving Children Fellowship, which helps teachers become experts in social-emotional learning and wellness, starting with themselves. We enrolled 20 teachers in the first year, who collectively reach 600 students. In an incredibly challenging year for teachers, it has been even more impactful than we expected.

Through listening to parents and caregivers, teachers, and school leaders, we’ve realized that VOCEL’s role in helping young children thrive – the heart of our work – is in supporting the adults who most impact their lives.
We empower an ecosystem of extraordinary adults around every child.
In 2020, we partnered with The Bridgespan Group and put this vision – built on years of listening, learning, and innovating – into writing as our new organizational theory of change, and have spent the last year internalizing this newly defined approach:

With our theory of change and portfolio of programs now in place, we’ve continued to listen, learn, and innovate over the past year.
Welcoming All
Jeannine Cleary and Frank ten Brink are passionate advocates for children with disabilities and their families. When they learned about the Child Parent Academy, they loved the model but wanted to know: how accessible is the program for families of children with disabilities?
This question was already on the mind of our family support specialists, several of whom have children of their own with various disabilities and complex needs. With Frank and Jeannine’s support, we launched the “Welcome All” initiative in 2021, named for one of VOCEL’s core values. Over the past year, we’ve built a support group for families of children with disabilities, and worked with Aspire Chicago to train our entire program staff around inclusive practices.
We convene champions from every corner; we value a collective of powerful, diverse individuals to inspire one another, collaborate, and create change.

Navigating the pandemic
In 2020, we moved all our programs fully remote in response to the COVID-19 pandemic. In the 2021-2022 program year, we consistently heard from families that they weren’t ready to return to an in-person model, given the continued surges that hit their communities particularly hard and the lack of vaccines for young children.
We listened, learned, and innovated.
We refined our Virtual Child Parent Academy, built in the summer of 2020, into a purposeful and impactful virtual program that leverages the possibilities of social connection, virtually. Parents and staff actively share stories, photos, and resources on our purpose-built online family portal. We’ve turned our Brain Bags into resources for both online group activities and continued independent play and learning at home. We continue to offer high-quality weekly classes and opportunities for connection and learning between parents. As a result, our engagement and satisfaction are as strong as ever.
As we look to the year ahead, we know we will be balancing different voices and preferences around in-person and remote programming. We don’t have all of the answers yet – but we know we will need to listen, learn, and innovate.
A new space for VOCEL
As we’ve grown our city-wide impact, we realized we needed a new, more centrally located office. In the fall of 2021, we moved into a new office space at 1550 W. Carroll Ave on Chicago’s Near West Side. Check it out!
In Fall 2021, the VOCEL Village came together to support VOCEL through The Power of Community campaign. Through three virtual conversations –The Power of Parents, The Power of Teachers, and The Power of School Leaders – we celebrated the extraordinary power of the biggest champions in young children's lives and discussed how we can leverage our collective strengths to help them thrive.
The Path Forward
At the start of our 2021-2022 program year, we finalized a new strategic plan, which calls for us to grow all of our programs over the next three years in order to reach 2,500 young children annually by 2024.
At the same time, we will be building the infrastructure and staff capacity to inform our future growth. As we finalized our plan, some of our biggest supporters committed to three-year gifts to help make it possible.
We have a lot of questions: Which of our programs have the greatest impact? Where can VOCEL fill the biggest need? Some of the answers will lie in the data we gather over the next two years – but we know that a big part of the answer will come through continuing to listen – to VOCEL families, to educators, to our supporters, and to you. Thank you for being a part of this powerful community.
